The Conduct of Employment Agencies and Employment Business Regulations 2003:

In April 2004, new legislation regulating the recruitment industry was introduced by the UK government, affecting many aspects of the recruitment process including: advertising, health and safety, record-keeping and accounts.

The regulations apply to all recruitment companies introducing candidates to prospective employers, and to the supply of limited company contractors  - whether supplied via a personal service, umbrella or composite company, unless the limited company contractor has opted out of the regulations in accordance with Regulation 32.
